Article 24 of the Works Councils Act (WOR) is often seen as a mandatory meeting that must be 'checked off' biannually. However, this Article 24 offers a golden opportunity for works councils to exert early influence on strategic decision-making and gain a clear understanding of the co-determination issues that can be expected. In practice, however, this meeting is not always utilized as intended: too informal, informal, or even as a one-way street from the director. Time to change that!
In our masterclass on March 13, 2025, about Article 24, we focus on the power and possibilities of this meeting. For whom is it relevant? For chairpersons, vice-chairpersons, secretaries, and administrative secretaries of works councils.
Article 24 obliges organizations to hold a special consultation meeting at least twice a year, in which the director discusses the general course of affairs and important decisions in preparation, and the commissioner(s) should also be present. This may seem like a standard procedure, but the real value lies in the nuance. The meeting is not only a moment to receive information but also to shape involvement and collaboration.
By discussing current topics early, the works council can exert influence before decisions are finalized, and by naming strategic topics, the works council can participate in discussions about the organization's vision and strategy. However, this requires more than just being present: it demands an active attitude from both the works council and the director. How to shape this collaboration is precisely what this masterclass is about.
How does an Article 24 meeting work in practice? In our masterclass, we outline a spectrum: from works councils that work 'by the book' to situations where the meeting is informal and unorganized. What agenda does the meeting have, and how is this agenda determined? Together, we will explore where you stand and how you can grow.
A good Article 24 meeting goes beyond discussing annual reports and policy plans. It is about asking the right questions: What are the possible effects of the proposed plans? How can we, as a works council, contribute to better decision-making? This critical attitude prevents the meeting from becoming a non-committal information session and ensures that you, as a works council, think along at a strategic level.

The executive board (EB) of the works council plays an important role in increasing the effectiveness of the Article 24 meeting. As a core team, the EB is responsible for the preparation, strategy, and follow-up of this meeting. Chairpersons lead the discussion and monitor the process, while secretaries pay attention to the follow-up of substantive actions and the organizational structure. The administrative secretary provides essential support, keeps an overview, and advises the works council where necessary.
Precisely because the EB acts as a pivot between the director and the works council, it is important that they make the most of this opportunity. By being well-prepared and jointly developing a strategic vision, the EB can position the works council as an equal discussion partner that contributes to better decision-making. The masterclass offers concrete tools to fulfill this role even better.
Many works councils struggle with effectively utilizing Article 24. The director dominates the conversation, the works council is insufficiently prepared, or important topics are only discussed when decisions are almost finalized. This is a missed opportunity. By choosing a strategic approach, the works council can not only exert influence but also contribute to better-thought-out decisions that are widely supported. Additionally, the Article 24 meeting can be used to discuss more long-term themes, creating the opportunity for the works council to also think along about strategic and/or socially relevant topics (think of: sustainability, digitization, energy transition, diversity, etc.).
